On January 13, 2026, City Council declared all four parcels of land surplus, paving the way for possible development. The four parcels include:
- 791 Arundel St
- 300 Tokio St
- 144 Fanshaw St
- 211-223 Tupper St & 224 Camelot St
Just because Council declared the parcels surplus, doesn’t mean building will commence immediately. Here’s what comes next….
- City Administration will negotiate an agreement of purchase and sale (APS) with the developer(s) for each of the 4 parcels.
- Once terms are agreed upon, the APS for each development will be brought before the Growth Standing Committee for their review and then to City Council. These reviews ARE NOT done in an open (public) meeting, they’re done in CLOSED SESSIONS. The public will not be allowed to provide input at the meeting, nor will the terms of each APS be disclosed. However, we understand that the final voting will be done in an open meeting, and very general information about each APS will be made public.
- If there are no requirements for rezoning, each developer will go through the regular CIty Planning process, enter into a Site Plan Control agreement, apply for a building permit, and construction will commence.
- If there are requirements for rezoning, as in the case of 144 Fanshaw St. and 791 Arundel St., the developer(s) must file an Application to Amend the Official Plan and/or Zoning By-law. For 791 Arundel St., the Official Plan and the Zoning By-law must be changed as this land is designated as COMMUNITY under both the Plan and the By-law.
- Once those Applications are received, a Public Notice must be issued. This will allow the public to give deputations before City Council AND will allow us to file the petition against the development on Arundel.
