{"id":52,"date":"2025-12-20T19:50:40","date_gmt":"2025-12-20T19:50:40","guid":{"rendered":"https:\/\/tbaygreenspacepreservation.ca\/?page_id=52"},"modified":"2026-04-09T11:52:49","modified_gmt":"2026-04-09T15:52:49","slug":"the-proposed-developments","status":"publish","type":"page","link":"https:\/\/tbaygreenspacepreservation.ca\/?page_id=52","title":{"rendered":"The Proposed Developments"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As of April 7, 2026, we now know that all three of the proposed developments are from the same developer. The conceptual proposals submitted to City Council as part of the report regarding the sale of the three parcels, have not changed from what you see on our website. Unfortunately, these conceptual proposals fail to provide the public with any real information, and neither does the report submitted to Council. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We have difficulty fathoming the proposed number of units, given the contraints of the City&#8217;s own Zoning By-laws. Newer apartment builds throughout the city only have 62 &#8211; 70 units per building. How then, can these proposed developments have more than double or triple that number?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The City&#8217;s &#8220;Call for Proposals&#8221; form requires that a developer submit a &#8220;concept outline&#8221;. This outline is to include &#8220;a detailed narative description of the proposed project&#8221;, and &#8220;a rudimentary sketch of the project&#8221;, among other requirements including timelines and any proposed phasing of the build. Unfortunately, none of that information has been provided to the public nor has the City provided answers to the questions many of us submitted requesting those details.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, we are left with a  myriad of questions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How many buildings are being proposed for each site?<\/li>\n\n\n\n<li>How many floors are being proposed for each building?<\/li>\n\n\n\n<li>What zoning will be required given the number of units being proposed? Is the City actually entertaining allowing Urban High-rise zoning for these developments?<\/li>\n\n\n\n<li>What about parking? Is it surface or underground parking?<\/li>\n\n\n\n<li>How many units will actually be &#8220;affordable&#8221;, ie &#8220;a unit for which the rent does not exceed 30% of gross annual household income for low-and-moderate-income households or a unit for which the rent is at or below the avrage market rent of a unit in the regional market area.&#8221; City Administration has said 10% will be &#8220;affordable&#8221;. However, given the actual number of units built will differ from the number of units being proposed, we don&#8217;t know the actual number of &#8220;affordable&#8221; units. <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The City&#8217;s &#8220;Evaluation Criteria&#8221; includes evaluating the project on whether it:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>represents mixed-use development<\/li>\n\n\n\n<li>encourages complete neighbourhoods, walkability<\/li>\n\n\n\n<li>integrates outdoor space, trails<\/li>\n\n\n\n<li>meets the urban design guidelines<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Given the conceptual proposals put forward, it looks like none of these were met. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, it appears that these proposed developments don&#8217;t meet many of the City&#8217;s own guidelines, policies, strategies, and plans. City Administration has recommended selling, so City Council has eagerly concurred and the sale of all three parcels was approved at City Council&#8217;s meeting held April 7, 2026. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As of April 7, 2026, we now know that all three of the proposed developments are from the same developer.
