{"id":46,"date":"2025-12-20T19:44:36","date_gmt":"2025-12-20T19:44:36","guid":{"rendered":"https:\/\/tbaygreenspacepreservation.ca\/?page_id=46"},"modified":"2026-08-19T15:27:45","modified_gmt":"2026-08-19T19:27:45","slug":"144-fanshaw-st","status":"publish","type":"page","link":"https:\/\/tbaygreenspacepreservation.ca\/?page_id=46","title":{"rendered":"144 Fanshaw St"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">The History<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">On January 13, 2026, City Council declared the <a href=\"https:\/\/tbaygreenspacepreservation.ca\/wp-content\/uploads\/2025\/12\/image-3.png\" target=\"_blank\" rel=\"noreferrer noopener\">greenspace on Fanshaw St <\/a>\u201csurplus\u201d, allowing it to be sold in April to Terralux for $969,000. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\u00a0<a href=\"https:\/\/tbaygreenspacepreservation.ca\/wp-content\/uploads\/2025\/12\/144-Fanshaw-Proposed-Development.png\" target=\"_blank\" rel=\"noreferrer noopener\">original conceptual proposal<\/a>\u00a0was poorly rendered.\u00a0 After significant feedback, the City provided a professionally rendered revised conceptual proposal along with a site plan.\u00a0<a href=\"https:\/\/tbaygreenspacepreservation.ca\/wp-content\/uploads\/2026\/01\/Memo-to-the-City-of-Thunder-Bay-from-Brook-McIlroy-Ltd.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">The Memo to the City of Thunder Bay from the engineering\/architectural firm of Brook McIlroy Ltd<\/a>, outlines the feedback received and how the City addressed that feedback, including reducing the number of units from 200 to 150. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This parcel of land is full of mature trees providing invaluable greenspace to residents in the community. The parcel was zoned as Urban Low-Rise under Thunder Bay\u2019s Zoning By-law, a zoning designation used to permit a range of two storey housing. That designation did not allow for the size and scope of the proposed development so rezoning was required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rezoning application was heard before City Council at a public meeting held August 11, 2026. The rezoning and amendment to the Official Plan required for 791 Arundel was also heard at that meeting for almost five hours. By the time Council dealt with the rezoning of Fanshaw, it was after midnight. As such, only one sole deputant spoke, the others had gone home. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As they did with 791 Arundel, Council proceeded with the requested rezoning. Fanshaw was rezoned from Urban Low-rise to Urban High-rise, allowing the 150 unit development to proceed. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Market Rate vs &#8220;Affordable&#8221;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">This development is not &#8220;affordable housing&#8221;. The City&#8217;s Call for Proposals <strong>only requires<\/strong> that the developer demonstrate &#8220;how the proposal <strong>includes <\/strong>housing units that meet the <strong>City&#8217;s definition for affordable housing<\/strong>&#8221; (emphasis added). However, City Administration has stated that 10% of the units built will meet that definition. What they don&#8217;t say, is those units will only need to meet that definition for 10 years. After that, the rents will be increased to whatever the landlord deems appropriate at that time. For more information, check out our post on &#8220;<a href=\"https:\/\/tbaygreenspacepreservation.ca\/?p=328\" target=\"_blank\" rel=\"noreferrer noopener\">The City&#8217;s Definition of &#8220;Affordable Housing&#8221;<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The Final Site Sketch<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">As mentioned above, a new conceptual proposal and site plan had been provided. However, the final site sketch provided to residents within 120 metres of the development,  show a completely different looking apartment building than what was presented in January. Fanshaw will still be 150 units, but will be 6 storeys in height, including 2 underground parking levels. At least that&#8217;s what was presented. What will actually be built may change, depending on final reports, studies, and the outcome of the Site Plan Control process. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Rapid Densification and the Impact to Infrastructure<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">This 150 unit development will see 150+ vehicles and upwards of 300+ new residents added to an already dense neighbourhood. This is rapid densification that our schools, recreational centres, roads and infrastructure will struggle to support. 150+ vehicles will also create additional traffic issues on a very busy stretch of Golf Links Rd and Fanshaw St, as this area is used by residents in the community for access to the Thunder Bay Expressway.
